בְּפֶ֣שַֽׁע אֶ֭רֶץ רַבִּ֣ים שָׂרֶ֑יהָ וּבְאָדָ֥ם מֵבִ֥ין יֹ֝דֵ֗עַ כֵּ֣ן יַאֲרִֽיךְ׃
For the transgression of a land many are the princes thereof; But by a man of understanding and knowledge established order shall long continue.

Because of the sin of a land, its princes are many This is the punishment of a land, viz. that it has many princes, and they do not respond to any man.
