בְּטֶ֤רֶם ׀ הָ֘רִ֤ים יֻלָּ֗דוּ וַתְּח֣וֹלֵֽל אֶ֣רֶץ וְתֵבֵ֑ל וּֽמֵעוֹלָ֥ם עַד־ע֝וֹלָ֗ם אַתָּ֥ה אֵֽל׃
Before the mountains were brought forth, Or ever Thou hadst formed the earth and the world, Even from everlasting to everlasting, Thou art God.
Rashi on Psalms
Before the mountains were born [i.e., before they] were created, and before You brought forth the earth and the inhabited world, and from the first world to the last world, You are God.
