מִשֹּׁ֥ד עֲנִיִּים֮ מֵאַנְקַ֪ת אֶבְי֫וֹנִ֥ים עַתָּ֣ה אָ֭קוּם יֹאמַ֣ר יְהוָ֑ה אָשִׁ֥ית בְּ֝יֵ֗שַׁע יָפִ֥יחַֽ לֽוֹ׃

'For the oppression of the poor, for the sighing of the needy, Now will I arise', saith the LORD; 'I will set him in safety at whom they puff.' .

Rashi on Psalms

יפיח is an expression of speech. There are many [examples] in the Book of Proverbs, and in Habakkuk (2:3): “and He shall speak (יפח) of the end, and it shall not fail.” However, Menachem (p. 141), interpreted it as an expression of a snare, as (below 124:7) “the snare (הפח) broke.”
