Commentary for Psalms 60:8

אֱלֹהִ֤ים ׀ דִּבֶּ֥ר בְּקָדְשׁ֗וֹ אֶ֫עְלֹ֥זָה אֲחַלְּקָ֥ה שְׁכֶ֑ם וְעֵ֖מֶק סֻכּ֣וֹת אֲמַדֵּֽד׃

God spoke in His holiness, that I would exult; That I would divide Shechem, and mete out the valley of Succoth.

God spoke in His Sanctuary that He would gather the exiles and his [David’s] seed would rule over them. Another explanation: God spoke in His Sanctuary [saying] that I would be king over them.
