Reference for Nahum 1:11

מִמֵּ֣ךְ יָצָ֔א חֹשֵׁ֥ב עַל־יְהוָ֖ה רָעָ֑ה יֹעֵ֖ץ בְּלִיָּֽעַל׃ (ס)

Out of thee came he forth, That deviseth evil against the LORD, That counselleth wickedness.
