Targum for Exodus 10:20
וַיְחַזֵּ֥ק יְהוָ֖ה אֶת־לֵ֣ב פַּרְעֹ֑ה וְלֹ֥א שִׁלַּ֖ח אֶת־בְּנֵ֥י יִשְׂרָאֵֽל׃ (פ)
But the LORD hardened Pharaoh’s heart, and he did not let the children of Israel go.
Targum Jonathan on Exodus
But the Lord strengthened the design of Pharoh's heart, and he would not release the children of Israel.
