Targum for Exodus 16:9
וַיֹּ֤אמֶר מֹשֶׁה֙ אֶֽל־אַהֲרֹ֔ן אֱמֹ֗ר אֶֽל־כָּל־עֲדַת֙ בְּנֵ֣י יִשְׂרָאֵ֔ל קִרְב֖וּ לִפְנֵ֣י יְהוָ֑ה כִּ֣י שָׁמַ֔ע אֵ֖ת תְּלֻנֹּתֵיכֶֽם׃
And Moses said unto Aaron: ‘Say unto all the congregation of the children of Israel: Come near before the LORD; for He hath heard your murmurings.’
Targum Jonathan on Exodus
Mosheh said to Aharon, Bid all the congregation of the sons of Israel draw nigh before the Lord; for your murmuring are heard before Him.
