Targum for Exodus 24:2

וְנִגַּ֨שׁ מֹשֶׁ֤ה לְבַדּוֹ֙ אֶל־יְהוָ֔ה וְהֵ֖ם לֹ֣א יִגָּ֑שׁוּ וְהָעָ֕ם לֹ֥א יַעֲל֖וּ עִמּֽוֹ׃

and Moses alone shall come near unto the LORD; but they shall not come near; neither shall the people go up with him.’

And Mosheh alone shall approach before the Lord; but they shall not draw nigh, nor may the people come up with him.
