Targum for Exodus 4:11
וַיֹּ֨אמֶר יְהוָ֜ה אֵלָ֗יו מִ֣י שָׂ֣ם פֶּה֮ לָֽאָדָם֒ א֚וֹ מִֽי־יָשׂ֣וּם אִלֵּ֔ם א֣וֹ חֵרֵ֔שׁ א֥וֹ פִקֵּ֖חַ א֣וֹ עִוֵּ֑ר הֲלֹ֥א אָנֹכִ֖י יְהוָֽה׃
And the LORD said unto him: ‘Who hath made man’s mouth? or who maketh a man dumb, or deaf, or seeing, or blind? is it not I the LORD?
Targum Jonathan on Exodus
And the Lord said, Who is he who first put the language of the mouth into the mouth of man? or who hath appointed the dumb or the deaf, the open-seeing or the blind, but I the Lord?
