Targum for Exodus 4:21
וַיֹּ֣אמֶר יְהוָה֮ אֶל־מֹשֶׁה֒ בְּלֶכְתְּךָ֙ לָשׁ֣וּב מִצְרַ֔יְמָה רְאֵ֗ה כָּל־הַמֹּֽפְתִים֙ אֲשֶׁר־שַׂ֣מְתִּי בְיָדֶ֔ךָ וַעֲשִׂיתָ֖ם לִפְנֵ֣י פַרְעֹ֑ה וַאֲנִי֙ אֲחַזֵּ֣ק אֶת־לִבּ֔וֹ וְלֹ֥א יְשַׁלַּ֖ח אֶת־הָעָֽם׃
And the LORD said unto Moses: ‘When thou goest back into Egypt, see that thou do before Pharaoh all the wonders which I have put in thy hand; but I will harden his heart, and he will not let the people go.
Targum Jonathan on Exodus
And the Lord said to Mosheh, In going to return into Mizraim, consider all the miracles that I have put in thy hand, and do them before Pharoh: and I will make obstinate the disposition (passion) of his heart, and he will not deliver the people.
