Targum for Genesis 11:5

וַיֵּ֣רֶד יְהוָ֔ה לִרְאֹ֥ת אֶת־הָעִ֖יר וְאֶת־הַמִּגְדָּ֑ל אֲשֶׁ֥ר בָּנ֖וּ בְּנֵ֥י הָאָדָֽם׃

And the LORD came down to see the city and the tower, which the children of men builded.

And the Lord was revealed to punish them for the work of the city and the tower which the sons of men builded.
