Targum for Isaiah 14:14
אֶעֱלֶ֖ה עַל־בָּ֣מֳתֵי עָ֑ב אֶדַּמֶּ֖ה לְעֶלְיֽוֹן׃
I will ascend above the heights of the clouds; I will be like the Most High.’

I will ascend over all people; I will be higher than all of them.
