Targum for Isaiah 14:29

Rejoice not, O Philistia, all of thee, Because the rod that smote thee is broken: For out of the serpent’s root shall come forth a basilisk, And his fruit shall be a flying serpent.

Targum Jonathan on Isaiah

Rejoice not, 0 Philistia, all of ye, because the government that hath made you servile is broken; because from the children of Jesse shall come forth the Messiah, and his works among you shall be as a flying serpent.
