That sendeth ambassadors by the sea, Even in vessels of papyrus upon the waters! Go, ye swift messengers, To a nation tall and of glossy skin, To a people terrible from their beginning onward; A nation that is sturdy and treadeth down, Whose land the rivers divide!
Targum Jonathan on Isaiah
That sendeth ambassadors by the sea, even in ships on the face of the waters, saying, Go, ye swift messengers, unto a people oppressed and plundered, unto a people that was mighty in times past, and shall be so in time to come: a people oppressed and robbed, whose land the nations have spoiled.
