Targum for Isaiah 23:3

וּבְמַ֤יִם רַבִּים֙ זֶ֣רַע שִׁחֹ֔ר קְצִ֥יר יְא֖וֹר תְּבֽוּאָתָ֑הּ וַתְּהִ֖י סְחַ֥ר גּוֹיִֽם׃

And on great waters the seed of Shihor, The harvest of the Nile, was her revenue; And she was the mart of nations.

She was the plentiful mart for many nations; the harvest of the increase of the river was her revenue, and she became the mart of the nations.
