Targum for Isaiah 32:2

וְהָיָה־אִ֥ישׁ כְּמַֽחֲבֵא־ר֖וּחַ וְסֵ֣תֶר זָ֑רֶם כְּפַלְגֵי־מַ֣יִם בְּצָי֔וֹן כְּצֵ֥ל סֶֽלַע־כָּבֵ֖ד בְּאֶ֥רֶץ עֲיֵפָֽה׃

And a man shall be as in a hiding-place from the wind, And a covert from the tempest; As by the watercourses in a dry place, As in the shadow of a great rock in a weary land.

Targum Jonathan on Isaiah

And the just that were hidden because of the wicked, as those who hide themselves on account of a storm, shall return, and shall be magnified, and their instruction shall be received quickly, like the waters that flow into a dry land, like the shadow of a great rock in a parched land.
