Targum for Isaiah 42:2
לֹ֥א יִצְעַ֖ק וְלֹ֣א יִשָּׂ֑א וְלֹֽא־יַשְׁמִ֥יעַ בַּח֖וּץ קוֹלֽוֹ׃
He shall not cry, nor lift up, Nor cause his voice to be heard in the street.
Targum Jonathan on Isaiah
He shall not cry aloud, nor raise a clamour, and he shall not lift up his voice in the street.”
