Targum for Lamentations 3:3
אַ֣ךְ בִּ֥י יָשֻׁ֛ב יַהֲפֹ֥ךְ יָד֖וֹ כָּל־הַיּֽוֹם׃ (ס)
Surely against me He turneth His hand again and again all the day.

Indeed, against me he will turn, heaping upon me his blows all day.
