Targum for Numbers 10:13

וַיִּסְע֖וּ בָּרִאשֹׁנָ֑ה עַל־פִּ֥י יְהוָ֖ה בְּיַד־מֹשֶֽׁה׃

And they took their first journey, according to the commandment of the LORD by the hand of Moses.

And they went forth at the first by the mouth of the Word of the Lord through Mosheh.
