Targum for Numbers 10:3

וְתָקְע֖וּ בָּהֵ֑ן וְנֽוֹעֲד֤וּ אֵלֶ֙יךָ֙ כָּל־הָ֣עֵדָ֔ה אֶל־פֶּ֖תַח אֹ֥הֶל מוֹעֵֽד׃

And when they shall blow with them, all the congregation shall gather themselves unto thee at the door of the tent of meeting.

And thou shalt blow upon them, and bring together to thee all the congregation at the door of the tabernacle of ordinance.
