Targum for Numbers 15:8
וְכִֽי־תַעֲשֶׂ֥ה בֶן־בָּקָ֖ר עֹלָ֣ה אוֹ־זָ֑בַח לְפַלֵּא־נֶ֥דֶר אֽוֹ־שְׁלָמִ֖ים לַֽיהוָֽה׃
And when thou preparest a bullock for a burnt-offering, or for a sacrifice, in fulfilment of a vow clearly uttered, or for peace-offerings unto the LORD;

But when he maketh a bullock a burnt offering, or a sacrifice for release from a vow, or a hallowed sacrifice before the Lord,
