Targum for Numbers 2:5

וְהַחֹנִ֥ים עָלָ֖יו מַטֵּ֣ה יִשָּׂשכָ֑ר וְנָשִׂיא֙ לִבְנֵ֣י יִשָּׂשכָ֔ר נְתַנְאֵ֖ל בֶּן־צוּעָֽר׃

and those that pitch next unto him shall be the tribe of Issachar; the prince of the children of Issachar being Nethanel the son of Zuar,

And they who encamp next by him shall be the tribe of Issakar, and the Rabba appointed over the host of the Beni Issakar, Nathaniel bar Zuar:
