Targum for Numbers 20:23

וַיֹּ֧אמֶר יְהוָ֛ה אֶל־מֹשֶׁ֥ה וְאֶֽל־אַהֲרֹ֖ן בְּהֹ֣ר הָהָ֑ר עַל־גְּב֥וּל אֶֽרֶץ־אֱד֖וֹם לֵאמֹֽר׃

And the LORD spoke unto Moses and Aaron in mount Hor, by the border of the land of Edom, saying:
