Targum for Numbers 29:30

וּמִנְחָתָ֣ם וְנִסְכֵּיהֶ֡ם לַ֠פָּרִים לָאֵילִ֧ם וְלַכְּבָשִׂ֛ים בְּמִסְפָּרָ֖ם כַּמִּשְׁפָּֽט׃

and their meal-offering and their drink-offerings for the bullocks, for the rams, and for the lambs, according to their number, after the ordinance;

Their mincha of wheat flour, and their libation of wine you shall offer with the bullocks, rams, and lambs, by their number in the order appointed;
