Targum for Numbers 34:18

וְנָשִׂ֥יא אֶחָ֛ד נָשִׂ֥יא אֶחָ֖ד מִמַּטֶּ֑ה תִּקְח֖וּ לִנְחֹ֥ל אֶת־הָאָֽרֶץ׃

And ye shall take one prince of every tribe, to take possession of the land.

and one prince from each of the tribes you shall choose to give you the inheritance of the land.
