Targum for Numbers 34:25

וּלְמַטֵּ֥ה בְנֵֽי־זְבוּלֻ֖ן נָשִׂ֑יא אֱלִיצָפָ֖ן בֶּן־פַּרְנָֽךְ׃

And of the tribe of the children of Zebulun a prince, Eli-zaphan the son of Parnach.
