Targum for Psalms 2:1

לָ֭מָּה רָגְשׁ֣וּ גוֹיִ֑ם וּ֝לְאֻמִּ֗ים יֶהְגּוּ־רִֽיק׃

Why are the nations in an uproar? And why do the peoples mutter in vain?
