כְּאִ֕ישׁ אֲשֶׁ֥ר אִמּ֖וֹ תְּנַחֲמֶ֑נּוּ כֵּ֤ן אָֽנֹכִי֙ אֲנַ֣חֶמְכֶ֔ם וּבִירֽוּשָׁלִַ֖ם תְּנֻחָֽמוּ׃

Como aquel á quien consuela su madre, así os consolaré yo á vosotros, y en Jerusalem tomaréis consuelo.

Ibn Ezra on Isaiah

As one whom his mother comforteth. Every woman has compassion upon her child.22And therefore the figure is here used of the comfort given by the mother to the crying child, when punished by the father.
