דַּבְּר֞וּ עַל־לֵ֤ב יְרֽוּשָׁלִַ֙ם֙ וְקִרְא֣וּ אֵלֶ֔יהָ כִּ֤י מָֽלְאָה֙ צְבָאָ֔הּ כִּ֥י נִרְצָ֖ה עֲוֺנָ֑הּ כִּ֤י לָקְחָה֙ מִיַּ֣ד יְהוָ֔ה כִּפְלַ֖יִם בְּכָל־חַטֹּאתֶֽיהָ׃ (ס)
Hablad al corazón de Jerusalem: decidle á voces que su tiempo es ya cumplido, que su pecado es perdonado; que doble ha recibido de la mano de SEÑOR por todos sus pecados.

The Stork is saying: “Speak to the heart of Yerushalayim, and call to her, for her time has arrived, for her sins have been pardoned, for she has taken double from YHVH’s hand for all her sins.”
