אֶת־עַ֥ם נוֹעָ֖ז לֹ֣א תִרְאֶ֑ה עַ֣ם עִמְקֵ֤י שָׂפָה֙ מִשְּׁמ֔וֹעַ נִלְעַ֥ג לָשׁ֖וֹן אֵ֥ין בִּינָֽה׃

Tu ne verras plus le peuple barbare, le peuple au parler obscur qu’on ne peut comprendre, à la langue balbutiante, inintelligible.

A people of a strange tongue (נוֹעָז) like לוֹעֵז. These are all the heathens, whose language is not the holy tongue. נועז We cannot say, whether the נ is radical, or the characteristic prefix of the Niphal; the word is hap. leg.; it means a stranger or a strange man; to consider לועז═נועז speaking a foreign language, is incorrect.
