וְנָתַתִּ֧י אֶת־יְרוּשָׁלִַ֛ם לְגַלִּ֖ים מְע֣וֹן תַּנִּ֑ים וְאֶת־עָרֵ֧י יְהוּדָ֛ה אֶתֵּ֥ן שְׁמָמָ֖ה מִבְּלִ֖י יוֹשֵֽׁב׃ (ס)

Je réduirai Jérusalem en monceaux de ruines, en repaire de chacals; je réduirai les villes de Juda en solitudes inhabitées.

Malbim

And I will make – That is to say – Only on the mountains and the pastures of the wilderness will I lament, not on Jerusalem and the cities of Yehudah which I myself will make a desolation. This is as it says “…or for such a nation shall My soul not take vengeance?” (Jeremiah 5:29)

Tze'enah Ure'enah

“I will turn Jerusalem into rubble” [9:10]. I have destroyed Jerusalem, like a mountain and a pile of stones that lie on top of each other. Snakes live under them. The same thing also happened to the other cities in the land of Judah.
