וַעֲשֵׂ֤ה לָהֶם֙ מִכְנְסֵי־בָ֔ד לְכַסּ֖וֹת בְּשַׂ֣ר עֶרְוָ֑ה מִמָּתְנַ֥יִם וְעַד־יְרֵכַ֖יִם יִהְיֽוּ׃

Guide for the Perplexed

The mode of worshipping Peor, then very general among the heathen, consisted in uncovering the nakedness. The priests were therefore commanded to make breeches for themselves to cover their nakedness during the service, and, besides, no steps were to lead up to the altar, “that thy nakedness be not discovered thereon” (Exod. 20:23)
