כִּֽי־כֹ֣ה ׀ אָמַ֣ר יְהוָ֗ה הִנְנִ֣י נֹטֶֽה־אֵ֠לֶיהָ כְּנָהָ֨ר שָׁל֜וֹם וּכְנַ֧חַל שׁוֹטֵ֛ף כְּב֥וֹד גּוֹיִ֖ם וִֽינַקְתֶּ֑ם עַל־צַד֙ תִּנָּשֵׂ֔אוּ וְעַל־בִּרְכַּ֖יִם תְּשָׁעֳשָֽׁעוּ׃
Car voici ce que dit l’Éternel: "Je ferai affluer, dans ses murs, la paix comme un fleuve, et comme un torrent impétueux la richesse des nations, et vous vous en nourrirez, portés dans leurs bras, bercés sur leurs genoux.

"...that Pharaoh dreamed, and behold, he stood by the river" concerns the dream of Joseph, because every river is part of Joseph the Righteous. This is the hidden meaning of the thought that whoever sees a river in his dream sees peace, as it is written, "I will extend peace to her like a river" (Isaiah 66:12), so "river" alludes to Joseph.
