Le Deutéronome 23:18 Midrash : Sifra, Esther Rabbah, Midrash Tanchuma Buber & Mekhilta DeRabbi Yishmael

Sifra

2) We have learned the punishment for the active participant. Whence do we derive the punishment for the passive participant? From (Shemoth 28:18) "Whoever lies with a beast shall be put to death." If it is not needed for the active participant, learn it as applying to the passive one. We have learned the punishment both for the active participant and for the passive one. Whence is derived the exhortation? From (Vayikra 18:23) "And with every beast do not give your lying to become unclean with it." We have learned the exhortation for the active participant. Whence do we learn that for the passive participant? From (Devarim 23:18) "There shall not be a harlot from the sons of Israel," and (I Kings 14:24) "And there was also a harlot in the land; they did as all the abominations of the nations, etc." These are the words of R. Yishmael. R. Akiva says: This is not needed; it is written "Do not give shechavtecha" ("your lying"), which can also be read as "Do not give shechivatecha" ("your being lain with.")

Esther Rabbah

“Also, Vashti the queen made a women’s banquet in the royal palace of King Aḥashverosh” (Esther 1:9).
Rabbi Yehuda son of Rabbi Simon began: “My people, its oppressors are babes and women govern them” (Isaiah 3:12). “My people, its oppressors are babes [meolel]” – they are exacting with them, as you say: “Do to them [veolel lamo] as You did to me” (Lamentations 1:22).
Another interpretation: “Meolel” – they pick their unripe grapes [olelot]; that is what you say: “Your vineyard you shall not harvest completely [teolel]” (Leviticus 19:10). They come against them with false accusations [alilot]; that is what you say: “He made a false accusation [alilot devarim] against her” (Deuteronomy 22:14). Rabbi Yehuda son of Rabbi Simon said: There are [male] cult prostitutes among them; that is what you say: “There shall not be a cult prostitute from the daughters of Israel, and there shall not be a cult prostitute from the sons of Israel” (Deuteronomy 23:18); that is what you say: “They abused her [vayitallelu] all night”1The word vayitallelu is used to the refer to the raping of the concubine in Giva, showing that this word can refer to licentiousness. (Judges 19:25). “And women govern them” – four women assumed dominion in the world: Jezebel and Atalya from Israel, and Shemiramit and Vashti from the nations of the world.

Midrash Tanchuma Buber

Another interpretation (of Deut. 3:23): I BESOUGHT <THE LORD>. This text is related (to Is. 30:19): INDEED, O PEOPLE IN ZION, INHABITANTS OF JERUSALEM, [YOU SHALL SURELY WEEP NO MORE. <HE WILL SURELY SHOW YOU COMPASSION (rt.: HNN)>…. ] What is written above on the matter (in Deut. 3:12)?15Tanh., Deut. 2:4. <…> AND ITS CITIES I GAVE {TO THE CHILDREN OF REUBEN AND TO THE CHILDREN OF GAD} [TO THE REUBENITES AND TO THE GADITES]. Moses taught <all> who come into the world that one should not say that, whereas he is dangerously ill, has made a will,16Gk.: diatheke. and divided all that he has. He should not say that, whereas he has made a will, he will no longer pray. Rather he should pray, because the Holy One does not disqualify the prayer of [any] creature. See here. Moses made a will, as stated (in Deut. 23:12): < … > AND ITS CITIES I GAVE TO THE REUBENITES AND TO THE GADITES [….: (vs. 14:) JAIR BEN MANASSEH <RECEIVED>…. (vs. 15:)TO MACHIR I GAVE GILEAD. (vs. 16:) AND TO THE REUBENITES AND THE GADITES I GAVE [….: (vs. 18:) THEN I CHARGED YOU AT THAT TIME, SAYING [….] (vs. 21:) I ALSO CHARGED JOSHUA [AT THAT TIME], SAYING: [Ergo, <Moses made> a will. Lest you say: He ceased and did not pray, the text reads (in vs. 23) I BESOUGHT THE LORD.]
