אֵֽרֲדָה־נָּ֣א וְאֶרְאֶ֔ה הַכְּצַעֲקָתָ֛הּ הַבָּ֥אָה אֵלַ֖י עָשׂ֣וּ ׀ כָּלָ֑ה וְאִם־לֹ֖א אֵדָֽעָה׃
je veux y descendre; je veux voir si, comme la plainte en est venue jusqu’à moi, ils se sont livrés aux derniers excès; si cela n’est pas, j’aviserai."

ארדה נא ואראה . G–d uses this expression both here before finalizing the decree to destroy Sodom and before deciding how to deal with the generation that built the Tower of Babel. Rashi's comment on this is most appropriate.
