מקום אשר יוסף אסור שם, the Torah had to write this so that we understand how these prisoners came to tell Joseph their dreams, the dreams which became instrumental in Joseph being released from prison, eventually. The word מקום here is in a construct mode to the word אשר. Hence we have only a sheva under the letter מ instead of the full vowel kametz. Similar constructions are found in Job 18,21 מקום לא ידע א-ל, “a place for people who did not know G’d. (no kametz under the מ in the word מקום. The same applies to Isaiah 8,6 ומשוש את רצין, where the word משוש does not have the vowel kametz under the letter מ as it is in a construct mode to רצין בן רמליהו.

Since you give expulsions to the dynasty that gave you the possession of Gath—Since you give expulsions to the kingdom of David, which gave you the possession of Gath, as the matter is stated (I Chron. 18:1): “And he took Gath and its cities out of the hands of the Philistines.” But you reject it, as it is stated (Isa. 8:6): “Since this people has rejected the waters of the Shiloah that flow gently, etc.” Therefore, “the houses of Achzib” which was of the land of Judah and was drawn after Pekah the son of Remaliah, shall ultimately be a “dried up spring” to the kings of Israel - for Pekah the son of Remaliah will be assassinated, and all those who relied on him will be disappointed. This prophecy was prophesied during Ahaz’s reign.

לאטי SLOWLY — the word means “my slowness", לאט having the meaning of ease, gentleness. Examples are: (Isaiah 8:6) “that go (לאט) softly”; (2 Samuel 18:6) “Deal (לאט) gently for my sake with the young man.” In לאטי the ל is a root-letter and not a prefix, so that the meaning is, “I will lead on at my slow rate”.
