Menachem (p. 97) explains [טְבוּלִים] like (Gen. 37: 31) “and dipped (וַיִטְבְּלוּ) the shirt in the blood.” Thus the interpretation of סְרוּחֵי טְבוּלִים is as follows (Exod. 26:12): “The overhanging (וְסֵרַח) length” of the dyed turban. There is no [other occurrence of a word] similar to טְבוּלִים, and its meaning is derived from the context, and so did Jonathan render: helmets placed on their heads].
