וַיְדַבֵּ֣ר מֹשֶׁ֗ה בְּאָזְנֵי֙ כָּל־קְהַ֣ל יִשְׂרָאֵ֔ל אֶת־דִּבְרֵ֥י הַשִּׁירָ֖ה הַזֹּ֑את עַ֖ד תֻּמָּֽם׃ (פ)

Et Moïse fit entendre à toute l’assemblée d’Israël les paroles du cantique suivant, jusqu’à la fin:

Rashbam

וזאת הברכה, the Torah picks up the narrative interrupted in 31,30-32,1 by Moses’ parting poem/song.

Or HaChaim

Moses carried out all three instructions as the Torah recorded (verse 23) "Moses wrote the song. 2) He taught it to the children of Israel. 3) Moses said in the hearing of the entire congregation the words of the song (verse 30)." He read it to them in such a way that they would know how to read it properly in the future. This is the meaning of the words שימה בפיהם.

ויבא משה וידבר, “Moses came and spoke, etc.” this is a reference to what we read in Deut: 31,30: “Moses spoke in the ears of the people, etc.;”
