אִם־עֹ֣שֶׁק רָ֠שׁ וְגֵ֨זֶל מִשְׁפָּ֤ט וָצֶ֙דֶק֙ תִּרְאֶ֣ה בַמְּדִינָ֔ה אַל־תִּתְמַ֖הּ עַל־הַחֵ֑פֶץ כִּ֣י גָבֹ֜הַּ מֵעַ֤ל גָּבֹ֙הַ֙ שֹׁמֵ֔ר וּגְבֹהִ֖ים עֲלֵיהֶֽם׃
Si tu remarques dans le pays l’oppression du pauvre et l’escamotage de la justice et du droit, ne sois pas trop surpris du fait: c’est qu’un fonctionnaire élevé est contrôlé par un supérieur et qu’au-dessus d’eux il est encore des fonctionnaires.
Aramaic Targum to Ecclesiastes
When thouseest the oppression of the poor, robbery, and justice in the city, be not astonished in thy heart, saying, How can the will of the Lord be with all this? for the mighty God from on high watches the works of the children of men, whether good or evil, and from his presence are sent forth proud and powerful men to rule over the wicked, and to be appointed masters over them.
