Targoum sur Les Nombres 35:27

וּמָצָ֤א אֹתוֹ֙ גֹּאֵ֣ל הַדָּ֔ם מִח֕וּץ לִגְב֖וּל עִ֣יר מִקְלָט֑וֹ וְרָצַ֞ח גֹּאֵ֤ל הַדָּם֙ אֶת־הָ֣רֹצֵ֔חַ אֵ֥ין ל֖וֹ דָּֽם׃

et que le vengeur du sang, le rencontrant hors des limites de son asile, tue le meurtrier, il ne sera point punissable.

and the avenger of blood find him without the bounds of his city of refuge, he may kill the manslayer, without being guilty of death,
