This is Menachem the son of Gadi (II Kings 15: 19f.), who gave tribute to Pul king of Assyria in order “that his hands might be with him to strengthen the kingdom in his hand.” The prophet likens the matter to an adulterous woman, for, had they worshipped the Holy One, blessed be He, they would not have needed the kings of Assyria.
