And over all the high mountains over their inhabitants.

ההרים The mountains. I derive הרים from הרה to conceive, as I shall explain in the Book of Psalms (148:9).²¹In his commentary on Ps. 148:9, Ibn Ezra says that the mountains are pregnant (הרה) with all kinds of metals; therefore they are called הָרִים.
