פירוש על ישעיהו 54:9

For this is to Me [as] the waters of Noah [i.e.,] it is an oath in My hand, and He proceeds to explain His words, “as I swore that the waters of Noah shall never again pass over the earth, etc.”

The waters of Noah. The flood that was in the days of Noah.

This, namely, the punishment, which I decreed, and the comfort which I promised.¹⁹The punishment is compared with the flood, the comfort with the promise which was then given by the Lord, that the flood should never be brought again.
