איכה ג:לב פירוש: רש״י

Rather should he [man] cause grief. If man brings grief upon himself because of his sin[s], afterwards, He will yet have compassion in accordance with His immense grace.²⁶Alternatively, ‘He first afflicts, then pities according to His abundant kindness.’ (Targum)

Cause grief ... Cause grief. [Both words] are expressions of grief.
