Rebbi Mana said, is it not required to be mixed187If the bull’s blood has to be poured on the base of the large altar, the pouring of the he-goat’s blood is an automatic consequence and does not have to be spelled out as a separate commandment. Cf. Chapter 1, Note 200.? You conclude in saying, and all blood of the bull he shall pour, to include the blood of the bull and the he-goat of the Day of Atonement in pouring.
