Tafsiran Habakuk 2:20: Tze'enah Ure'enah & Rashi

“The Lord is in His Temple” [2:20]. The prophet said: the Holy One is high in heaven and the people on the earth must fear, because the Holy One sees all the people on the earth and all of their deeds from heaven. Therefore, each person should be afraid to do evil.¹Radak, Habakkuk, 2:20.

But the Lord is in His Holy Temple ready to exact retribution.

Silence the whole earth before Him הַס is an expression of silencing and the silence of destruction.
