וְהַפַּחוֹת֩ הָרִאשֹׁנִ֨ים אֲשֶׁר־לְפָנַ֜י הִכְבִּ֣ידוּ עַל־הָעָ֗ם וַיִּקְח֨וּ מֵהֶ֜ם בְּלֶ֤חֶם וָיַ֙יִן֙ אַחַר֙ כֶּֽסֶף־שְׁקָלִ֣ים אַרְבָּעִ֔ים גַּ֥ם נַעֲרֵיהֶ֖ם שָׁלְט֣וּ עַל־הָעָ֑ם וַאֲנִי֙ לֹא־עָשִׂ֣יתִי כֵ֔ן מִפְּנֵ֖י יִרְאַ֥ת אֱלֹהִֽים׃
Para bupati terdahulu yang memerintah sebelum aku telah membebani rakyat. Mereka memungut roti dan anggur dari rakyat, di samping empat puluh syikal perak. Bahkan anak buah mereka pun berkuasa sewenang-wenang atas rakyat. Tetapi aku tidak berbuat demikian karena takut akan Allah.
