With the completion of two rounds, six [orations] in each round, (Leviticus 24:6) the first concerning the suffering of the righteous and the second the prosperity of the wicked; and after the wrangler Job had triumphed over all of them with his answers, his bows and his arrows (Genesis 48:22); Eliphaz now tries, for one last time, to fit his arrow to the bowstring (Psalms 11:2) in order to counter-attack at the gate (Isaiah 28:6) in a single speech that addresses both issues. In doing so, he devises a new approach, one with fine insight and knowledge (Psalms 119:66), according to which it is out of wisdom on God's part, and with particular intent, that the rewards of the righteous and the punishments of the wicked are not immediately disbursed in this world. This is done so as to ensure that the worship of God may be selfless, motivated neither by love of reward nor by fear of punishment.
Or HaChaim
Perhaps the fact that the Torah here deals with commandments whose common denominator is the number seven, i.e. 7 days of Passover, 7 days of Tabernacles, the New Year and Day of Atonement which occur in the 7th month, prompted the Torah to add laws about the 7-armed Candlestick. The procedures involving the Table also have a mystical dimension involving the number seven, seeing the Torah speaks about two rows of six breads (verse 6). When you add the table itself to the respective rows of 6 showbreads you have the number seven. The number seven is always considered as completing a cycle. You also had the legislation of the Omer in this portion; that commandment also involved the counting of seven times seven days, i.e. seven weeks. You have a reference to the commandment of the Sabbath, another commandment which features the number seven. We may therefore assume that the Torah was interested in mentioning all the commandments featuring the number seven in one portion.
English Explanation of Mishnah Yoma
On Shabbat by eleven: [The offering] itself by nine, in the hands of two men two handfuls of incense for the showbread. On Shabbat the morning tamid also required eleven priests. Nine to offer the sacrifice itself and two to carry the incense which was offered every Shabbat in honor of the outgoing showbread (see Leviticus 24:6-7).
