Moses phrased it ואתם הדבקים, to reflect a statement in Berachot 7 that in Exodus 33,16 Moses had prayed that G'd's presence should never rest on the Gentiles. We explained there that Moses meant that even if the behaviour of the Gentiles improves to a degree that would make it plausible for G'd to allow His presence to come to rest on them, he, Moses, prayed that the monopoly of being the carrier of G'd's presence should never be taken away from the Jewish people. When Moses said here ואתם הדבקים בה׳ אלוקיכם, he referred to this unique relationship between the Jewish people and G'd. When you accept this interpretation you will realise that the letter ה at the beginning of this word is justified as it refers to an agreement made between G'd and Moses after the episode of the golden calf.

These latter words may also refer to Moses' prayer in Exodus 33,16 which Berachot 7 interprets to mean that G'd should not reveal Himself to any other nation nor give them prophets. The operative word in והייתי לכם לאלוקים then would be לכם, "for you exclusively."

Distinguish Your kind acts Heb. הפלה, esevre in Old French, to separate, as (in Exod. 33:16): “and I and my people will be distinguished (ונפלינו).” With Your right hand You save those who take refuge in You from those who rise up against them. (This does not appear in manuscripts or in most early editions.) [The literal meaning is:] Distinguish Your kind acts, You Who save those who take refuge, etc. This is a transposed verse, meaning: Distinguish Your kind acts to save with Your right hand those who take refuge, etc.

This is the same request as that contained in (Exodus 33:16) “that we should be different, I and thy people [from all other peoples]” — which means that You should not let Your Shechinah rest upon the other peoples of the world (cf. Rashi on this verse).
