Tze'enah Ure'enah
Ibn Shuaib writes in the Torah portion. When Moses erected the Tabernacle, he recited the Psalm “May the favor” [Psalms, 90:17], that the Shekhinah should rest in the Tabernacle. The Midrash said. Rabbi Levi said: the primary resting place of the Shekhinah is on the earth, as the verse says, “they heard the sound of the Lord God moving about in the garden” [Genesis, 3:8]. Adam came and sinned with eating the apple. The Holy One went from the earth to the first heaven above the earth. Cain came and killed his brother, Abel. The Holy One ascended to the second heaven. The generation of Enosh came and worshiped foreign gods. The Holy One ascended to the third heaven, to rest there. The evil people of the Flood came, and the Holy One ascended to the fourth heaven. The generation of the Dispersion came and built the Tower [of Babel] to heaven, and the Holy One ascended to the fifth heaven. The evil Nimrod came and the Holy One ascended to the sixth heaven. The Sodomites came and the Holy One ascended to the seventh heaven. However, when Abraham the righteous one came, he caused the Holy One to descend from the seventh heaven to the sixth heaven. When Isaac came, the Holy One descended to the fifth heaven. When Jacob came, the Holy One descended to the fourth heaven. When Levi came, the Holy One descended to the third heaven. When Kehot came, the Holy One descended to the second heaven. Then Amram came and caused the Holy One to descend to the lowest heaven. Then Moses came and caused the Holy One to come down to the earth, into the Tabernacle. Therefore, the Holy One commanded Moses that he should erect the Tabernacle for the Shekhinah to rest in it.2Ibn Shuaib, Derashot, Vayakhel-Pekudei, I: 180–181.

And I will dwell in their midst (literally “in them”). In other words, the Shechinah was not to settle upon the inanimate materials of the Tabernacle but upon the B’nai Yisrael themselves, provided that they conducted themselves appropriately. This is reflected in the blessing Moshe gave them when the work of the Tabernacle was completed, “May the pleasantness of our Hashem be upon us” (Tehillim 90:17; see Rashi on 39:43).
Tze'enah Ure'enah
“Moses and Aaron then went inside the Tent of Meeting” [9:23]. Here one asks a question. For what reason did Aaron go in with him? The explanation is that Moses taught him how to bring the incense. On the eighth day he taught him how to offer the incense. Another explanation is that Aaron had brought the sacrifices and incense and the fire did not come down from heaven. Aaron said to Moses: all of this is because of me, because of my sins at the Golden Calf. You, Moses, caused me to be embarrassed. Moses went immediately into the Tent of Meeting and prayed. The Shekhinah appeared and Moses and Aaron went out and were saying, “May the favor of the Lord” [Psalms, 90:17], that the Holy One should cause the Shekhinah to rest on Israel. However, the whole seven days that Moses brought the sacrifices the Shekhinah did not appear. The Israelites were ashamed and said to Moses. We have exerted ourselves greatly so that the Shekhinah should appear to us, so that we should know that the sin of the Golden Calf has been forgiven for us. Moses responded: my brother Aaron is worthy that through him the Shekhinah will appear. With this you will know that the Holy One has chosen Aaron to be the high priest. Thus, the Shekhinah appeared and a fire came down from heaven and burned the sacrifices and burned them completely. The Israelites praised the Holy One and fell on their faces out of great fear.7Rashi, Leviticus, 9:23.

ויצאו ויברכו את העם AND THEY CAME OUT AND BLESSED THE PEOPLE — They said the words that conclude “The Prayer of Moses” (Psalms 90:17): “May the beauty of the Lord our God be upon us” — i. e. May it be God’s will that the Shechinah may rest upon the work of your hands (see Rashi on Exodus 39:43). They invoked just this blessing and not another formula because during the whole seven days of the installation when Moses was setting up the Tabernacle and officiating therein and dismantling it daily the Shechinah had not rested upon it and the Israelites felt ashamed, saying to Moses: “O, our Teacher Moses! All the trouble which we have taken was only that the Shechinah may dwell amongst us, so that we may know that the sin of the golden calf has been atoned for on our behalf!” He therefore had said to them (v. 6): “This is the thing which the Lord commanded that ye should do so that the glory of the Lord may appear unto you” (i. e. only after these offerings will have been brought by Aaron (cf. v. 7) will God’s glory appear unto you). My brother Aaron is more worthy and excellent than I am, so that through his sacrifices and ministration the Shechinah will rest upon you, and ye will thereby know that the Omnipresent God has chosen him to bring His Shechinah upon you.

ויברך אתם משה AND MOSES BLESSED THEM — He said to them “May it be the will of God that His Shechinah rest upon the work of your hands; ‘and let the beauty of the Lord our God be upon us and establish Thou the work of our hands upon us’” (Psalms 90:17.) (Sifra, Shemini, Mechilta d'Miluim 2 15) This (from ויהי נועם onward) is part of one of the eleven Psalms (90—100) that are in the section beginning with, תפלה למשה; (Numbers Rabbah 12:9).
